Every engagement starts with fit and scope. The technical solution follows from the need, not the other way around.

Discovery & planning: Clarify the problem, users, constraints, and options. A scoped discovery engagement can produce a written brief, open questions, and a proposed first phase. The initial conversation and any paid discovery work are agreed separately.
Project development: Build against a written scope with agreed deliverables, acceptance criteria, and review points. Changes to scope, cost, or schedule are discussed before the work expands.
Ongoing improvement: Maintenance and enhancements are separately scoped around the system and available capacity. Support coverage and response expectations are agreed explicitly, not assumed to be included with a build.

The proposal sets out what is included, what is not, what you need to provide, and how completion will be reviewed. It also identifies dependencies, third-party costs, handover materials, and any ongoing support arrangement.
